ABC News(NEW YORK) — Gusty winds, lightning and rain are pummeling the Northeast this morning, bringing flash flood warnings to New York City, Philadelphia and Washington, D.C. The storm has already toppled trees and power lines in the New York City area, reported ABC station WABC in New York.One subway station resembled a waterfall. The rain stretches as north as New England, bringing an especially rough day to Boston Marathon runners. As the race began in Hopkinton, Massachusetts, this morning, the temperature was a chilly 40 degrees with a wind chill of 29 degrees, and wind gusts reached 30 mph.The rain will get heavier in Boston this afternoon.Roads are icy in other parts of New England today, where there’s an icy mix of freezing rain, sleet and snow. Rainfall totals for the Northeast will be 2 to 4 inches. On Tuesday the storm system will lift north into Canada and the heavy rain will end in the Northeast.But on Tuesday morning, gusty winds and lake effect snow will remain in parts of the Northeast as well as the Great Lakes. Up to half a foot of snow is possible in northern Wisconsin and the upper peninsula of Michigan. The spring storm first brought tornadoes and severe winds to Arkansas, Louisiana, North Carolina and Virginia before it hit the Northeast. One man was killed in Guildford County, North Carolina, when a tree collapsed on his car Sunday, officials said. There is another storm moving into the West this morning, which will bring more snow for the Midwest and the Great Lakes this week.A swath of snow will spread from Nebraska through Wisconsin and Illinois on Wednesday afternoon. Schuetz suggests expanding government rental assistance, which is currently not distributed very widely.That’s a good idea, but it’s important to remember that giving more poor people housing vouchers will tend to raise rents overall — some of the benefit of government assistance will accrue to landlords.Another idea is to build more housing.Zoning and other development restrictions should be relaxed. Incentives should also be put in place to encourage smaller units.This supply-based policy would complement the demand-based measure of better housing subsidies, giving poor Americans more places to live, and helping them pay for those dwellings.A third component of reform should directly attack the harms of housing insecurity. Eviction should be restricted.A simple idea is to make landlords give tenants a much longer notice before evicting them. Larimore and Schuetz find that the average household in the bottom fifth has only $476 to spend every month after paying rent.This is down from about $600 a month at the turn of the century, in inflation-adjusted terms.Imagine having to feed and clothe a family, commute to and from work, and keep the heater running on $476 a month!Fortunately, that number doesn’t include government assistance.Schuetz estimates that a low-income household may also receive about $333 a month in food stamps and $417 a month in earned income tax credits.That’s in addition to other benefits they may receive, such as health care, child-care assistance, unemployment insurance, Social Security disability payments and others.Those programs can and should be increased. Though a substantial number of Americans of all income groups are homeowners, poor Americans are more likely to rent.In real terms, the rent paid by low-income households has risen modestly — about 9 percent.Meanwhile, real income for the bottom fifth fell by about the same amount.Squeezed between smaller paychecks and higher rents, the poor have less and less money each month to spend.Larimore and Schuetz estimate that poor American households pay more than 55 percent of their earnings in rent, compared with less than 30 percent for households in the second-lowest quintile.Despite much public outcry over rising rents in the U. S., most non-poor households are still able to afford shelter without a severe economic burden.More money spent on rent means less for everything else. But as Schuetz notes, those big rent burdens harm poor households in ways not reflected in their cash spending.When you pay more than half of your income in rent, even a small or temporary dip in earning can be enough to put you out on the street.As Harvard University sociologist Matthew Desmond documented in his book “Evicted: Poverty and Profit in the American City,” the experience of being kicked out of one’s home is a shattering one — and, sadly, one that is increasingly common.It imposes huge costs on the family being evicted — they have to find temporary housing, find a new place to live, pay the cost of moving, and establish new commuting and shopping patterns, all while either holding down a job or searching for one.Small wonder, then, that lack of affordable housing leaves permanent scars on children who experience it.Having a secure place to sleep is one of the most basic human needs — it has not changed since the first caveman crawled under a rock to escape the rain.So how can the U.S. solve the housing problem for its poorer citizens? Homelessness is down.Government assistance to families with children has lowered the official child poverty rate.Hunger has fallen as well.Though the country doesn’t do a great job at providing the poor with health care, things have improved marginally since the Affordable Care Act went into effect.What’s more, most of the poor now possess items that you would find in most middle-class households.According to a 2011 Census report, 53 percent of households in the lowest income quintile have a computer, 65 percent have a clothes dryer, and 38 percent have a washer, dryer, refrigerator, stove, dishwasher and a telephone.But there is at least one way in which poor American families are being increasingly squeezed — the rent. A new research note from the Federal Reserve Board’s Jeff Larrimore and Jenny Schuetz of the Brookings Institution shows a combination of rising rents and falling incomes among the poorest fifth of households. Now, most U.S. states allow landlords to evict tenants for nonpayment of rent after just a few days.If landlords had to give a longer notice — perhaps a month of lead time — it would shift some risk to the property owner, and give poor families time to find new arrangements.Landlords would respond to that risk by increasing rents, of course, but with eviction protections a rental increase is less dangerous.So in order to improve the lives of the country’s poor, there should be more focus on housing.Little action is likely at the federal level, but state and local governments can do a lot to help their least advantaged citizens have an easier time keeping a roof over their heads.Noah Smith, a Bloomberg View columnist, was an assistant professor of finance at Stony Brook University. Under Dutch law, it is illegal for companies to donate to political parties and at the time of the donation, in 2006, Trafigura had an oil-lifting contract with the then PNP administration. Simpson Miller and four other senior PNP members are challenging, among other things, a decision by the Supreme Court here to make an order that the former prime minister, Phillip Paulwell, Robert Pickersgill, Colin Campbell, and Norton Hinds answer questions in open court from Dutch investigators probing a J$31 million (One Jamaica dollar=US$0.008 cents) to the PNP by the firm, Trafigura. Often in science reports, new findings debunk previously held beliefs. But then, a thoughtful reader might ask, didn’t the previously held belief debunk a belief prior to that? Sometimes it gets difficult to believe the current belief has any credibility, when the debunkers turn on each other.A dilemma about dilemmas: Psychologists and philosophers have used moral dilemmas to probe the principles of individuals and groups. Now, however, Science Daily says that the results may be biased by the way the questions are posed. A new study indicated, “Small changes in wording can affect judgments in ways that have nothing to do with differences in moral principles. Psychologists that analyze judgment and decision making in consumer behavior are aware of this fact. We applied these same methods to this scenario to illustrate that subjects’ responses could not possibly be attributed to any known moral principles.”Educational folly: Are you a visual learner or a verbal learner? For some three decades, it has been popular among educators to believe that students vary in their learning styles. The idea is appealing: teachers need to tailor their pedagogy to the student. “The long-standing popularity of the learning styles movement has in turn created a thriving commercial market amongst researchers, educators, and the general public,” reported Science Daily. “But does scientific research really support the existence of different learning styles, or the hypothesis that people learn better when taught in a way that matches their own unique style?” the article asked. “Unfortunately, the answer is no, according to a major new report published this month in Psychological Science in the Public Interest, a journal of the Association for Psychological Science.” The team investigating the movement found “those studies have not used the type of randomized research designs that would make their findings credible.” There are certain criteria in research design to guard against erroneous correlations and conclusions. “The authors found that of the very large number of studies claiming to support the learning-styles hypothesis, very few used this type of research design.” There was also little support to show that students did better with learning-style-based education. Undoubtedly many of the “71 different models of learning styles that have been proposed over the years” were developed with good intentions, but is it possible that “the currently widespread use of learning-style tests and teaching tools is a wasteful use of limited educational resources”?What are you seeing? A future discovery might even debunk the debunkers in these stories – some of whom debunked earlier debunkers. To paraphrase an old hamburger commercial, where’s the bunk?1. The number of youth entrepreneurs in South Africa may have dropped, but it is notable that more than 50% of entrepreneurs are youth. Also notable is the rise in the number of female entrepreneurs.The gap between male and female entrepreneurs is closing, the Seed Academy’s Real State of Entrepreneurship Survey 2017 has found. Female representation in the survey shifted from 35% to 31% to 47% in the years 2015, 2016 and 2017 respectively. More than 1,200 entrepreneurs took part in the research project.Its findings also showed that the gap between male and female entrepreneurs was closing, with the latter now making up 47% of entrepreneurs.The backgroundThis was the third consecutive year that the survey was undertaken. Donna Rachelson, chief executive officer of Seed Engine, which incorporates the Seed Academy and the WDB Seed Fund, said: “[The survey is undertaken] in an effort to stimulate real conversations in the ecosystem about how we can better support entrepreneurs to build successful, sustainable businesses and, most importantly, to hear from entrepreneurs directly about what support they need.”Rachelson said an area for concern was the decrease in the number of youth entrepreneurs, a statistic that is supported by the GEM 2016/17 report. “Entrepreneurship is often seen as a solution for youth unemployment.“We have seen a decline in youth entrepreneurs from 63% to 57% (from 2015 to 2016) and the GEM reports a 40% decrease in youth entrepreneurship.”A total of 57% of the respondents were between the ages of 16 and 34. (Infographic by Seed Academy)Among other things, the survey found:42% of respondents started businesses because they identified an opportunity;87% of respondents lived in Gauteng, KwaZulu-Natal and the Western Cape;5% of respondents lived in rural areas;The Bureau for Economic Research (BER) reported that 24% of formal businesses in the country operated outside those three provinces;98% of respondents owned for-profit businesses and 18% of these were social enterprises; 2% owned non-profit businesses – for profit businesses are motivated by creating value for the business owner while nonprofit organisations are motivated to bring social change to communities;37% of businesses had no employees, while 51% of businesses that had staff employed between one and four people; andType of customer: 38% business to business; 47% business to consumers; 12% business to government; 36% all of the above.The majority of the respondents said they started their business because they saw seen an opportunity. A large majority (78%) needed less than R100,000 to start their businesses; only 5% required more than R1-million to start operating.A total of 95% of businesses were funded by owners and their friends and family. Only 5% acquired funds from more formal sources of funding such as angel funding, bank loans and development finance institutions such as the Industrial Development Corporation.More positive findingsA total of 78% of entrepreneurs indicated that they had engaged in entrepreneur training programmes or were part of an incubator at some point. Corporate enterprise and supplier development programmes featured too, with 14% of respondents having been part of these.Almost half – 45% – reported that they had previously failed in business, which showed their commitment to the entrepreneurial journey.ChallengesOf the 52% of businesses that indicated they were pre-revenue, just more than 60% were older than six months, highlighting the challenge that these businesses faced with gaining traction.The top five challenges entrepreneurs faced were:Finding clients or customers (47%);Inability to raise funds (43%);Lack of guidance (31%);Wearing too many hats (30%); andSlow or lost sales (21%).Options availableMeanwhile, Tafadzwa Madavo, the chief operating officer of Riversands Incubation Hub, said too often entrepreneurs told him that a lack of funding was holding them back. “Yes, funding is critically important, but it’s not the silver bullet many believe it to be.“Apart from financial support, there are so many initiatives, including many free ones, to support entrepreneurs start and grow a business through mentorship, training and access to market opportunities,” he said. “If you can’t secure funding, consider what other support will make a difference.”Madavo was speaking in light of the FundEx conference held on 17 August 2017, hosted by his incubation hub. This one-day event aims to highlight funding opportunities available from banks, government funders and alternative funding platforms.“Access to finance remains a major frustration and growth inhibitor for small business. Yet there is funding available,” said Jenny Retief, Riversands CEO. “While Riversands does not provide funding whatsoever, we believe that we can play a role in bringing together many players in the funding space.”At the conference, for example, there was a funders’ lounge where entrepreneurs can book one-on-one consultations with a funding expert.Tafadzwa Madavo is the chief operating officer of Riversands Incubation Hub. For example, making sure that you separate your business from your personal bank account or finding the right accountant to produce regular books. Getting funding ready is a process; entrepreneurs do need guidance to go through the steps.”There were many examples of companies that did not have money in the bank when they started, he said. “If you want to be an entrepreneur, the right time to start is now.
